ICT Human Resource Development Core Process is one of the Core processes under Amhara ICT development Agency. We all knows that these days development is widely understood, as a physical reality and a state of mind in which society has, through some combination of social, economic and organizational process, secured the means for obtaining a better life.

Human Resource refers to the number of people available in the organization as well as the kinds and levels of skills they have. The capacity of all organizations depends on the extent to which they have the right number of people with right mix of skills, at the right level of operation and management.

Thus, Human Resource Development is a framework for the expansion of human capital within the ICT Development Agency. Human Resource Development in our region is expected to be a combination of trained and education that ensures the continual improvement and growth of both individual and the Agency. It is a medium that drives the process between training and learning among themselves, the Community and training Institutions. It is a series of organized process. It is a structure that allows for experts development, potentially satisfying the Agency’s goals. The Human Resource Development in the Agency framework views ICT experts as an asset to the Region whose value will be enhanced by development through ICT.

ICT Human Resource Development is a framework for helping experts develop their personal and organizational skills, knowledge, abilities, etc focusing on developing the most superior workforce so that the organization and the expert can accomplish their goals in service to customers.

A successful Human Resource Development prepare experts to undertake a higher level of work, focusing on the organization competencies at first stage, training and then developing the expert(the community at large) through education, to satisfy the organization long term needs and experts career goals and experts vale. Human Resource Development is then; developing the most important section of ICT business Human Resource, attaining or upgrading the skills and attitudes of experts at all levels in order to maximize the effectiveness of The Agency. The experts in the Region as a whole and in the Agency in particular are our Human Resources. It is these force that ensures achievements of the Agency’s goal and enhances the Agency’s values.

The Human Resource Development Core Process under Amhara ICT Development Agency aimed at to produce a critical mass of ICT literate workforce in the Government Institutions for effective utilization of the infrastructure and provision of the required improved service delivery and ensure that ICT plays a leading role for the development of the Region

Focus Areas:

  1. Establish enabling legal framework and conducive environment

This ensures a coordinated and regulated approach to the overall development and promotion of ICT Human Resource Development. This includes standards, manuals, guidelines etc.

Major Activities under this component include:

· ICT HRD related legal frameworks and standards

· Organizing ICT Training Centers standard (types of equipments, furniture, class size etc)

· Training standard(types of training, subjects, time, etc)

· Manual for handling equipments/Equipments Management/(PC, printers, etc)

· Training Manuals

· Data collection, analysis and organization guide line Document

· Career Structure revision

· Community Multipurpose Information Center Guide line etc

  1. ICT Human Resource Development for e-Government Institutions

Major Activities under this component include:

  • expand delivery of ICT education through on-line and distance education centers
  • increase regional, national and international linkages to get assistance to develop the human resource in ICT

· promote knowledge exchange among ICT professionals as well as ICT users

· conduct ICT human resource study

· Establish, equip and furnish ICT training centres

· Develop ICT training materials

· Provide Basic and advanced computer training for civil servants and Communities in regional, tonal and woreda government institutions

· Train and retain ICT experts

· Facilitate, conduct and Organize ICT Awareness workshop

· Conduct consultancy and supervision services

· Collect, analyze and organize data, generate output in electronic format

· Asses manpower needs at different levels in the Region

· Ensure and materialize Cooperative training agreement with TVET Bureau

  1. Community Multi purpose Information and Radio Centers

The insignificant existing of ICT-based information services and resources are concentrated in urban centres, to the exclusion of rural and remote areas and small urban centres. Experience indicates that the introduction of ICT in the rural and remote areas stimulates economic, social and cultural development. Major activities include:

· sensitizing officials and the Community

· organize awareness raising events and forums for community participation

· procure and install ICT facilities

· Establish community multipurpose information center and community Radios for worldwide pool of information.

· broad cast community information through local media

· train the community to use ICT service

· increase the citizens’ awareness for ICT enabled service delivery

· enable communities active participants of government development policies and programs, and active beneficiary of ICT services

· expand information sharing among the communities

· consult and provide technical support for Community Multipurpose Information and ICT Business Incubation Centres

  1. Private Sector Development

Active involvement by private sector plays a significant role in the development and utilization of ICT. Major activities include:

· encourage the private sector strengthen in providing consultancy services in ICT

· introduce clearly defined regulations to promote participation in ICT development

· encourage to conduct research development on ICT

· encourage to establish ICT Business Incubation Centers

To sum up, ICT is known to provide an opportunity to foster vital development goals especially poverty eradication, promotes good governance. It creates conditions for enhancing transparency, increasing accountability and improving the efficiency and effectiveness of service delivery. For these and other reasons capacitating ICT knowledge and skills is inevitable. The country as a whole and the Region in particular has established a system (ICT Agency) for promotion of ICT, because there is a fear that unless technologically advanced areas have a chance to catch up, the increasing technological advances in developed nations will only serve to exacerbate the already exiting economic gap between technological “have” and “have not” areas. So we (the Region) actively promote ICTs for Development as a means of bridging the digital divide.
